私は「障害のある人は社会に十分にとけこんでいない」と思います。私の意見を2つの観点から説明したいと思います。その観点の一つは「この問題に対して社会がどう変わってきたか」、もう一つは「私の意見に対する想定される反論は何か」です。

まず初めに、社会は大きく変わってきています。過去の常識や経験が常に現代社会に適用できるとは限りません。社会の変化に応じて、私たちは考え方を変える必要があります。

第二次世界大戦後、日本では経済的成長により多くの人たちが生活水準が上がってきているものの、障害のある人への福祉制度は最小限にとどまりつつあります。その結果、多くの障害のある人は平等に働く機会を得るのは難しい現状があります。

次に、この問題は賛否両論あるものであり、全ての人が同じ意見に同意することはないと思います。それぞれの人にはそれぞれの立場や経験があります。異なる視点からの意見を無視するのではなく、それを踏まえて結論を出すことは大切なことです。

大手企業は障害のある人たちが働ける特別な部署を設けているところもあります。しかしこのような企業は社会の中ではごく少数に限られています。そのため日本政府は、障害のある人が雇用環境の中においてさまざまな経験を重ね平等に働く機会が得られるように対策をしていくべきです。

結論として、私は「障害のある人は社会に十分にとけこんでいない」と確信しております。加えて、社会をより良くするためには、この問題に関して社会で何らかの合意を形成することは良い考えかもしれません。以上です。

I suppose that enough isn't being done to integrate people with disabilities into society. I'd like to explain my opinion from the two perspectives. One of the perspectives is how the society has changed regarding this issue, and another is what is a possible counterargument against my opinion.

Firstly, the society has changed largely. The past common sense and experience are not always applicable to the modern society. We need to change our way of thinking as the society changes.

The economic development has led to remarkable improvements in living standards for the majority in Japan after the Second World War,the welfare systems have tended to provide a minimum level of supporting disabilities. As a result,a great number of disabilities have been excluded from the labour market which falls equal opportunities to work.

Secondly, this topic is controversial and I think everyone never agrees on a single opinion. Everyone has each position and experience. It is better to consider opinion from different viewpoints before concluding than to ignore it.

Some large enterprises actively employ disabled people as a social contribution. However, unfortunately these enterprises are still minority in the society. The Japanese government should take measures to realize the society where the disabled have fair chance to get jobs and experiences.

In conclusion, I believe that enough isn't being done to integrate people with disabilities into society. In addition to that, it may be a good idea to make some kind of consensus in the society about this issue in order to make the society better. Thank you.
