私は「政府の地方分権はより進められるべきである」と思います。私の意見を2つの観点から説明したいと思います。その観点の一つは「この問題に対して社会がどう変わってきたか」、もう一つは「私の意見に対する想定される反論は何か」です。

まず初めに、社会は大きく変わってきています。過去の常識や経験が常に現代社会に適用できるとは限りません。社会の変化に応じて、私たちは考え方を変える必要があります。

近年都会に人口集中し、一方で地方は過疎化が進みつつあります。故に地方自治体は多種多様な課題に直面をしています。中央集権化の傾向は画一的な政策を実施してしまう可能性があり、地域住民の意見を丁寧に聞き入れるのが難しくなる可能性があります。つまり地方分権の必要性が求められているといえます。

次に、この問題は賛否両論あるものであり、全ての人が同じ意見に同意することはないと思います。それぞれの人にはそれぞれの立場や経験があります。異なる視点からの意見を無視するのではなく、それを踏まえて結論を出すことは大切なことです。

中央集権は、国家単位での政策を実施する際には効率的であるという意見もあります。しかしながら中央集権化は、地域ならではの文化や伝統といった個性を失うことにもなりかねません。つまり地方は国との協力関係を保ちながら、地方分権の推進に取り組むことが必要といえます。

結論として、私は「政府の地方分権はより進められるべきである」と確信しております。 加えて、社会をより良くするためには、この問題に関して社会で何らかの合意を形成することは良い考えかもしれません。以上です。

I suppose that there should be more decentralization of government. I'd like to explain my opinion from the two perspectives. One of the perspectives is how the society has changed regarding this issue, and another is what is a possible counterargument against my opinion.

Firstly, the society has changed largely. The past common sense and experience are not always applicable to the modern society. We need to change our way of thinking as the society changes.

In recent years, the population is rapidly concentrating in urban areas, and on the other hand, depopulation is progressing in the countryside.Therefore, local governments are confronted with many problems. A drift toward centralization may carry out uniform policies, which will make it difficult to hear the local opinions. In other words, it is needed to be more decentralization of government.

Secondly, this topic is controversial and I think everyone never agrees on a single opinion. Everyone has each position and experience. It is better to consider opinion from different viewpoints before concluding than to ignore it.

Some say that centralization is efficient when policies are carryed out by the units of states. However, centralization is likely to lose the local individualities such as culture and tradition. Therefore, it is needed for local governments to tackle the propulsion of decentralization with maintaining a cooperation of nations.

In conclusion, I believe that there should be more decentralization of government. In addition to that, it may be a good idea to make some kind of consensus in the society about this issue in order to make the society better. Thank you.
